Robin Gareus 65cc9264c8 Create regions with property changes suspended ...

This fixes various issues with signal emission(s) when creating
regions from withing playlist operations.

eg. Playlist::duplicate() takes RegionWriteLock() and then calls
RegionFactory::create().
