Robin Gareus c33f94f686 Enforce minimum pane sizes

* enforce minimum size of child widgets
* honor manually set child-minsize in size-requests
* ignore hidden children (eg. VCA)
* clamp divider position (instead of just ignoring out-of-bounds moves)
