Carl Hetherington d88b950061 Fix for #2487 . Now the keyboard mute/unmute command acts on selected regions if there are any, otherwise it acts on the region under the mouse pointer, if there is one.

SConstruct

bump required version of GTK, SLV2; basic fixups so that the new port-matrix io-selector actually shows up, even if its ugly and not working correctly
